Finance Committee

 


Background and Purpose

The Finance Committee is chartered to develop strategies to finance a comprehensive plan to expand health care access to uninsured Oregonians and to develop recommendations on the creation of an Insurance exchange, including changes to Oregon’s health insurance market.   Initial model shows that the state would need to raise between $1.2 to $1.6 billion per year to fund the state’s share of covering the uninsured.  The current draft recommendations include:

  • A new payroll tax raising approximately 50% of the needed funds.  The payroll tax could be offset by credits for employers who provide health care coverage. 

  • The committee is still debating the source and percent needed from other revenue sources.

  • Other revenue sources include:

    • Health Services Transaction tax

    • Income tax
