OAHHS Workforce Advocacy

 

 
 

Workforce issues remain at the forefront of Oregon Association of Hospitals and Health Systems’ (OAHHS) legislative agenda as we continue to face shortages in critical areas. In the last two legislative sessions, several bills were passed. They are:

 

 

2005

HB 2754 - Creates the Oregon Center for Health Professions, within the Department of Higher Education, to be administered by Oregon Institute of Technology . The intent of the bill is to assist in developing facilities and programs that provide bachelor level degrees in allied health professions, and that build on the associate degree level programs offered by Oregon’s community colleges.

SB 882 - Directs the Employment Department, in cooperation with the health care industry, to perform statewide and regional needs assessment for health care occupations. These assessments are to be used by the Joint Boards of Education to inform higher education providers and health care industry employers of identified needs. It further requires the Board of Education, the Board of Higher Education and others to use these statewide needs assessment for purposes of coordinating programs and facilitating student access to programs when they are approving new health care education programs.

Senate Concurrent Resolution 7 - Recognizes the efforts of the health care industry and the education community and others in Oregon for their outstanding community teamwork in addressing the health care workforce shortages by developing and implementing innovative education initiatives.

2003

HB 2577 – Establishes the Distance Learning Project for Health Care Education. The concept was one of the recommendations of the Governor’s Workforce Investment Board Healthcare Sector Initiative report as well as the Legislative Interim Task Force on Health Care Personnel Shortages. OAHHS was instrumental in developing the concept for legislation and in passing the bill.

SB 800 – Establishes the Oregon Nursing Shortage Coalition Committee and directs the committee to adopt criteria for awarding of grants and selecting recipients. On behalf of hospital nurse executives, OAHHS participated in the work group that developed bill language and actively lobbied for passage.

HJR 48 – Directs the governor to use Workforce Investment Act dollars specifically for health care workforce education.To access all bills that were passed during the 2003 Legislative Session, go to http://www.leg.state.or.us/03orlaws/main.html
